Issues

Three things that actually get stuck when authorities and tourism associations publish for inbound audiences

Illustration of a local authority officer holding their head in front of piles of documents and files on a desk

01

It ends with the financial year, and starts over

Every time the contractor changes, neither the approach nor the material carries over, and all that remains is the follower count. This one is structural.

The fixWe hand over the material and admin access at year end, in a form next year can pick up.

02

Everyone comes in one season

The gap between the crowded season and the quiet ones stays wide. With nothing published for overseas audiences, there is no lever for dispersing visitors or filling quiet periods.

The fixWe match the markets that move in the quiet season against the target countries and publish towards them.

03

Translated into English, and never found

Hashtags of place names and venue names aren't searched overseas. Translated posts drift past with no way in.

The fixWe put native translation and subtitles on first-person footage and cast local KOCs and KOLs as well.

Process

From choosing the target country through multilingual operations to the year-end handover

Workflow

From agreeing the objective through multilingual operations, repurposing into ads and the year-end delivery, taken on end to end

Illustration of aligning on objectives: defining the outcome and the target countries

Phase01

Agreeing the objective and the target countries
  • Connecting it to the programme plan
  • Priority between target countries
  • Agreement internally and with the board

It starts with who, from which country, you want, and when.

The targets in your tourism development plan, the quiet and crowded seasons, and how ready the receiving side is in other languages. We ask about those, then decide what this programme goes after.

Phase02

Audience research
  • Where the sources sit, by country
  • What neighbouring authorities are doing

We identify who, from which country, is looking for a destination, and where.

Social media leads the sources for China; video sites for Hong Kong, Taiwan, the US and Australia (Japan Tourism Agency, 2025). From there we narrow to the markets that suit the area's assets.

Phase03

Choosing platforms and building the path to a visit
  • A role for each platform
  • Putting the multilingual pages in order
  • Tracking tags

Before any posting, we put the destination side and the counting in order.

We set each platform's role and, at the same time, install measurement tags on the multilingual tourism site. The paths to experience bookings and transport tickets get prepared here too.

Phase04

Filming on location and producing multilingual content
  • One batch shoot a month
  • Native translation and voiceover
  • Rebuilt per market

Filmed in batches by season, then rebuilt per market.

The operator traces the traveller's own route. Access from the station, walking the streets, the experiences and the seasonal landscape, all bundled into a single shoot.

Phase05

Operations, scaling, and the year-end handover
  • Official account management
  • KOC and KOL partnerships
  • Handing over the material and access

We widen the winners and leave assets with the area at year end.

Monthly reporting leads with reach by country and arrivals at the tourism site. At year end we hand over the measurement results, the footage, the operating manual and the admin access.

FAQ

Questions we are often asked by local authorities and tourism associations

Can you meet the requirements written into a public tender specification?

We work to tender requirements. Against total reach or follower requirements, we set out in the proposal which assets meet them. Share the specification and we will tell you up front whether we can.

Our contract is single-year and ends with the financial year. Is there still a point?

There is. We build it without assuming continuation, and deliver deliverables that complete within the year together with measurement results you can put straight into next year's specification.

If we can't measure the effect, we can't explain it internally or to the council.

Before any posting, we install measurement tags on the multilingual site. The metrics are agreed stage by stage: reach by country, saves, arrivals at the tourism site, experience bookings.

Can video be made without the mayor or officers appearing? We're worried about a backlash.

It can. The mainstay is first-person (POV) vertical video with nobody on camera, so there is no likeness issue and no risk arising from anything a presenter says.

Why isn't translating into English and posting enough?

Because where people look and how they search differ by country. Overseas, hashtags of place names and venue names are barely searched at all, so we rebuild the concepts around the words that are searched there.

Our officer holds this alongside another role and has almost no time.

It runs alongside another role. Concept, filming, editing, translation, posting and monthly reporting are all handled by us, and filming is concentrated into one batch shoot a month.
